2) the Cabinet, which takes collective responsibility for what is done; but these days it is almost by-passed by…

3) the Prime Minister with the advice of his appointed spin doctors and special advisers. But…

4) he only acts, by convention, through crown privilege. The monarch is ultimately responsible for appointing the PM and the government of the day (she appoints ministers on the PM’s recommendation) and, by convention, she has to choose the leader who can command…

5) a majority in the House of Commons which only acts with one swarm-mind because of the sadisctic manipulation of the whips and in any case owes its existence to

6) the electorate. That’s a laugh! You wish. Voters can only choose once every five years between manifestos which are dictated by…

7) the two main political parties but they are beholden to

8) the various vested interest groups and sponsors who keep them going. And influenced by

9) the mass media (aided by opinion pollsters) who like to think they interpret “public opinion” and can make or break politicians on the public’s behalf.

But all this is meaningless if policies cannot be put into practice, which means that ultimately we rely on

10) the Civil Service which is the power behind the throne. If they don’t want to do it, it doesn’t get done. What’s the point of ordering goods if no one wants to deliver them?
